No, it is not mingw error.
Ok, let us go another way:

1) Edit hbide/hbide.ch
2) Comment out #define HBIDE_USE_UIC line.
3) Rebuild hbIDE as >hbmk2 hbide.hbp -rebuild
4) Report your findings then.
