No it shouldn't.

It should be included _only_ if Harbour introduce some limitations.
Fortunately now Harbour does not introduce any limitations or some
own exceptions which can be source of potential problems for Harbour
users so there is nothing to document.
Maybe I'm missing sth but can you explain me what is the idea of
documenting that Harbour use system or 3-rd party lib function XYZ()
without introducing any hiden limitations for XYZ() parameters.
Do you plan to create such documentation for _ALL_ library functions
used by Harbour? If not then why MAPISendMail() is an exception for
you and you want to document that Harbour does not create any limits
for passed parameters.
