Rather, I believe that Harbour is already such a powerfull language that the main goal would be to spread usage by creating successful/popular applications with it. Also i believe that Przemek is too a business man (and for sure all the developers here), so may be the statement would be: "why not creating a fund to support the creation of a comprehensive C Api for Harbour ".
