Yes, that was my original proposition.
ChangeLog -> CHANGES.txt
COPYING -> COPYING.txt
INSTALL -> INSTALL.txt
TODO -> TODO.txt

IMO maj be usefull in future a unique harbour.pdf with content of
all txt?
.pdf needs external tools on some systems (Windows f.e.),
plus someone will have to generate it after each modification,
so it needs big amount of effort with small benefit. Not to
mention that .pdf file converted from plain text would not
be able to give anything more in formatting or added value.
Contributors can do this conversion and provide a .pdf
(or whatever else format) though.
