* harbour/config/global.cf
* set HB_HOST_ARCH to HB_ARCHITECTURE if it cannot be autodetected
It fixes builds with older GNU makes if autodetection fails
* harbour/config/os2/watcom.cf
* use the same calling convention in optimized and not optimized
builds
