Sorry, I cannot help without -trace -info output.

My plain guess is that "libc" is coming from some
envvars on your system.

set HB_INC_PGSQL=d:\pgsql\include
set HB_DIR_PGSQL=d:\pgsql
set HB_DIR_BLAT=D:\devel\blat262
set HB_DIR_ADS=D:\devel\ads
set HB_INC_GD=D:\devel\gd-2.0.34\include
set HB_DIR_GD=D:\devel\gd-2.0.34
set HB_INC_FREEIMAGE=d:\devel\FreeImage\Dist

Just set HB_INC_ADS, and set it to the right dir (where ACE headers are).
