Update: Removing this file, or applying the ANNOUNCE fix (both methods) also fixes the BCC RTE issue discussed this morning. So I'd suggest to make it.

Root isn't writable on most recent Windows systems, or

! Fixed another SET HB_PATH=c:\harbour occurrence.
