It's possible that owatcom targets still have some problems, see
this code part still in hbmk2.prg:

---
         IF hbmk[ _HBMK_lGUI ]
            AAdd( hbmk[ _HBMK_aOPTC ], "-bg" ) /* TOFIX */
            AAdd( hbmk[ _HBMK_aOPTL ], "RU NAT" ) /* TOFIX */
            AAdd( hbmk[ _HBMK_aOPTL ], "SYSTEM NT_WIN" ) /* TOFIX */
         ELSE
            AAdd( hbmk[ _HBMK_aOPTC ], "-bc" ) /* TOFIX */
            AAdd( hbmk[ _HBMK_aOPTL ], "RU CON" ) /* TOFIX */
            AAdd( hbmk[ _HBMK_aOPTL ], "SYSTEM NT" ) /* TOFIX */
         ENDIF
---

To tell more, please post standalone test code and hbmk2 command line.

[ For other compilers this for sure works properly. ]
