It is expected behavior. You cannot execute binaries created for
WinCE and ARM CPUs in x86 MS-Windows.
Neither Windows versions nor CPUs are binary compatible.

If you want to create your own binaries for WinCE working with
x86-Windows then you have to use harbour and other tools like
hbmk2 compiled for x86-Windows with libraries created for WinCE
builds and C compiler which can generated WinCE-ARM code.

Probably Viktor can write more about using hbmk2 for cross compilation.
I haven't tried to use it for such job in Linux yet and still use hb*
scripts for cross compilation.
