Neither Windows versions nor CPUs are binary compatible. If you want to create your own binaries for WinCE working with x86-Windows then you have to use harbour and other tools like hbmk2 compiled for x86-Windows with libraries created for WinCE builds and C compiler which can generated WinCE-ARM code. Probably Viktor can write more about using hbmk2 for cross compilation.
