I use Total Commander (www.ghisler.com) as GUI file manager that fully manage tar files. Otherwise, as command line tools, tar from gnuwin32 (http://gnuwin32.sourceforge.net/packages/gtar.htm) that has 2 dependencies dll (http://garr.dl.sourceforge.net/sourceforge/gnuwin32/tar-1.13-1-dep.zip)
