Such situation happens in export/import RDDs like SDF or DELIM when data is imported (append from) from such RDDs. They do not have information about field format in data files (no headers) and such info is taken from destination area and set before OPEN() method is called. As I can see it will be good to make base DBF RDD safe for such usage.
