Your tool can be good
Can you add other author?
Can you set multilingual so will start a translation?
Is covered from same licence of harbour?
Can we use doxygen for extract documentation from source? 
Google doc require a gmail account, is a office like and work also offline!

I am using "Help And Manual" to generate this manual. And it is 
licensed per author. 

I do not know what strategy we should adopt. For the time being
I am trying to devise a basic structure of what Harbour help 
should look like. 

As I am comfortable with this tool, I do not know the other 
alternatives useful for group sharing. Massimo has pointed to
Google Docs but it requires a lot more plus is not what I am
visualizing, MSDN approach. Viktor points to wiki section on SF.
I tried but I could not create even the first page.

May be you have better ideas.
