Harbour by itself works equally well with both of
them (and even with v9/2008). I assume all compilers
are working reliably enough, so the question goes
down to which one suits better your own or other 3rd
party libs you wish to compile along with Harbour.
Or, which has better features, support, speed,
license or better code generation abilities.

I personally prefer either 2005 or 2008 because
they have free versions, even for building commercial
apps.
