I am no expert in this area, although I built a MinGW version of Harbour for myself a couple of years ago. So, IMHO, you must rather install MinGW which includes other tools that you will need - such as make and gcc, and including bash. However, I do not think that any of this will help you compile with Borland C. I am not sure what your end goal is, but I do not think these scripts are the way forward.
