 Well, the problem is: there is no code to create the final location
in current GNU *.cf files. This means that the directories specified
by HB_LIB_INSTALL, HB_INC_INSTALL, HB_BIN_INSTALL have to be created
manually before 'make install'. I don't know if it is 'by design' or
it is an ommision of original author of makefiles.

No, I think that goes beyong the job of our make system and
these dirs should be existing. Mines do exist (they held the
result of a previous mingw32 build run), so I wonder what
else could be the problem.
