The Docker Images at https://github.com/docker-library/haproxy are relying on the tags to produce an updated build and folks might reasonably use `haproxy:2.2` to stay on the 2.2 branch.
Creating a proper release will also ensure that the `haproxy -vv` output is updated to indicate the EOL, like already done for 2.3:
