Backporting: Older versions didn't have relax_listener and directly called
resume_listener in dequeue_proxy_listeners. lpx should just be passed directly

Thanks, merged now. I updated the subject to add the severity (MEDIUM). I also
added a reference to the GH issue and versions for the backports. Nothing fancy.
