Does it mean you have *that* many URLs ending with "/?" ? Because
normally it's the only case where it makes a difference. Would you
prefer that we add an option such as "hash-empty-query" or something
like this ?

But cache locality is something normal and expected (otherwise hashes
would not be used for load balancing). I'm surprized that the specific
case where there's a difference makes so much of a difference, that's
why I'd like to ensure that 1) the case where this happens is really
significant, and 2) we find a solution so that you don't need to change
the way your infrastructure works.
