You are running a systemd-based OS where traditional init scripts

been replaced by native systemd services files. Service files provide
very similar functionality to init scripts. To make use of service
files simply invoke "systemctl", which will output a list of all
currently running services (and other units). Use "systemctl
list-unit-files" to get a listing of all known unit files, including
stopped, disabled and masked ones. Use "systemctl start
foobar.service" and "systemctl stop foobar.service" to start or stop
a

Note that traditional init scripts continue to function on a systemd
system. An init script /etc/init.d/foobar is implicitly mapped

Ahora mirando uno de mis servidores debian 8 actualizado al día
igualmente, si contiene dicho archivo, pero el contenido es muy
diferente al tuyo, veo que el tuyo esta truncado [...]
Pues curiosamente cuando fui a compararlo veo que el mío esta igual al
tuyo, no se si será que cuando hice el mensaje no estaba prestando la
debida atención al entorno que me rodeaba o si realmente el archivo
estaba como lo puse, pero en cualquier caso, tu archivo tampoco invoca
la configuración, y se supone que de existir una unidad de systemd,
debería aparecer, que en mi caso no ocurre.
Para confirmar, intenta ejecutar esto en Debian 8 como superusuario a
ver que te devuelve:
find /etc/ -type f -print0 | xargs -0 grep -vE '^\s*(#.*)?' | grep -E
'sysctl\.(conf|d)'
A mi no me devuelve ni una línea.
