Thanks for clarifying your ideas on the maintainer team, Gabber, and for
changing the wording accordingly.

As a minor change, I would suggest to replace
- The maintenance team crafts a yearly report of their activity with
  a proposal of the group they feel fittest for the task.
by
- The maintenance team crafts a yearly report of their activity with
  a proposal for the composition of the team during the next year.
(it replaces a potential judgement of value by something concrete
and operational).

I do not think that this state of affairs is what I would like to see
as the final outcome for a maintenance team (for which there are
several options, including a vote as I mentioned in my recent message,
or to completely drop the team, or more). But we are running out of time,
and your suggestion is operational, and makes some progress in the sense
that there is a way for people to get (more easily) in and out of the
maintainers' group.
