A little recap of where we are, and to summarise the most important
recent changes:

- No two-step process with first an issue, then a PR; just a PR with the
  combined waiting period.
- All renamings and package moves need to use a deprecation mechanism
  that must stay in place for 6 months (which is new for package moves,
  and shorter for renamings than the current 1 year).
- No special team to be notified of deprecations. Interested parties are
  still expected to click on the Codeberg deprecation link from time to
  time. This does not preclude adding more types of notification in the
  future, but it is no more part of this GCD (and would not require a GCD,
  it could just be implemented).

All in all, I think we are good to go. As mentioned, I will be away for
about two weeks. Please feel free to continue the discussion in the
meantime. Depending on what comes up, we may be good to start the
deliberation period then.
