Actually I am wrong, it is CTAN, not Texlive. And CTAN contains rather
obscure packages, such as the thesis format for this or that university,
which I suppose are not shipped as part of Texlive.

Yes, definitely; I also brought it up in case more continuous upgrades
would simplify the work by spreading the load, but it looks as if it is
the other way round. I do not think we need more frequent updates.
