It's possible to do GPL2 or later, and many projects do, but Linux did
not do that. OpenSSL also did a big license change, it took years. But
Linux has so many more contributors that I think it's another scale than
projects like OpenSSL or VLC.

But as you say, there are other reasons they don't want to change,
besides it merely being heard.
