As a general matter, I'd just drop it. The package is easy to re-add later, if needed. I might also post a package declaration to the removal bug as a courtesy. In this particular case, however, I remember Pierre Neidhardt as a contributor here [1] at Fosdem [2] and to Emacs. [3] I would write directly [4] before a removal.
