TeX Live is a full TeX distribution that includes TeX and variants as well as the macro packages LaTeX and ConTeXt. lh is LaTeX-specific, I think. It could be fine if any CTAN package is included in TeX Live as "texlive-PACKAGENAME"; just wondering if this is done consistently and with good reason. —Marco
