You could use numpy-bootstrap here, too. The only difference between numpy and numpy-bootstrap ist that the former includes the documentation. Also if you look at the requirements [*], numpy is only used for running the tests. Thus we could again build a package "ipython-bootstrap" without the docs and untested.
