The rationale should really go to comments in the code: <https://www.gnu.org/prep/standards/html_node/Change-Log-Concepts.html>. A notable exception is reverts or removals: for these, I think it’s best to have an explanation in the code, so that someone browsing the history can understand why that happened. Ludo’.
