These patches add the command-line address book Khard and its dependencies.
I use it as described here: <https://github.com/scheibler/khard/#mutt>. I also took the opportunity to update python2-pyicu and create both Python variants. The warnings in the old python2-pyicu definition seem to no longer apply.
