Maybe we could instead determine the build status at the time we
generate the website's package list?

That would entail NUM-ARCHES × NUM-PACKAGES HTTP requests just once
every time we generate the page.   I believe this is once a day.  Can
Hydra handle this amount of HTTP requests?
