gnu: flex: Fix cross-compiling.
* gnu/packages/flex.scm (flex)[arguments]<#:configure-flags>: When
cross-compiling, add ac_cv_func_malloc_0_nonnull=yes and
ac_cv_func_realloc_0_nonnull=yes.
