Hey, As part of this years GSoC I plan to implement a widget for layer controlling in PiTiVi which will look like this Glade design: https://wiki.pitivi.org/wiki/File:Glade-1.png
One important aspect is that this widget should be selectable and dragable. Every Widget provides drag events, so I don't expect problems from this side. What bothers me is selectability. It should be possible to select the whole container (GtkTable) to make it possible to add controls for removing and reodering of layers. This selection should be indicated, most likely by a change of the background color.
