Tor.... Microsoft is like any other big organization in the sense that it suffers from momentum and baggage. Internally, it is bound to be still using a whole range of technologies including ones that it wishes to portray to the outside world as being now deprecated.
Nevertheless, Visual C++ 6.0 IS an obsolete product. It is no longer sold nor supported (at least, not officially) by Microsoft. And it hasn't been recommended for use in new projects since as far back as I can remember.
