You need xorg-x11-devel (maybe other xorg-*-devel, I'm not sure how the packages are split there, SuSE 9.0 is too old). Note however that SuSE 9.0 is so archaic that to compile Gtk+ 2.10.x it is necessary to install newer versions of many other libraries there.
