This appears to be somewhat normal to me (based on my experience using GTK apps under windows). GTK on windows does do things like this. Whether or not this is a bug I don't know. I'm sure GTK could be improved on Windows to minimize this problem. I've also noticed in the past that dragging a GTK window across another GTK window would suspend any redraws (expose events) until the dragging was complete.
