While it was useful 5 years ago, I can no longer see the need to distribute libintl with every package. On GNU/Linux systems, it's part of glibc, and on BSD systems, it's part of the ports (IIRC). As a result, the majority of your userbase already have it; those that don't can simply download and install gettext themselves.
