"uki" is not the same as "efi":
https://uapi-group.org/specifications/specs/boot_loader_specification/#type-1-boot-loader-entry-keys

The "uki" command implies "efi" functionality specifically for Linux
kernel images. "efi" is the generalized version of this for any EFI
executable.
