Check multiboot2 branch in GRUB tree and this thread: http://lists.gnu.org/archive/html/grub-devel/2016-06/msg00004.html I am going to release v2 of updated spec, later (probably after 2.02 release) merge doc branch with master and publish official multiboot2 spec in more convinet place.
