Just looking at the second result for searching config.guess in
configure makes it pretty clear for what they're used:

ac_cv_build=`$SHELL "$ac_aux_dir/config.sub" $ac_build_alias` ||

build=$ac_cv_build
The output of ./config.sub $(./config.guess) is used as build system
type, if you don't use --build option.
