Info is mandantory to be fully compatible with the GNU Coding Standards. And, Info is very convenient to write detailed information, such as a tutorial. So having a manual in Info format is a must. Manpages are convenient for quick references. Of course, they are good to have. However, maintaining two separate manuals is a pain. That was why GRUB Legacy simply used automatically generated manpages. So, I accept manually written manpages, only if someone is going to maintain them seriously for a long, long time (years). Otherwise, I prefer to generate manpages mechanically, even though they are not as good as hand-made ones.
