This was either vague or incorrect, depending how you look at it.

For the RC and final release announcements, we did indeed include the
entire section of "NEWS" applicable to the release.  But it was at the
bottom of the message, whereas the "highlighted" changes were called out
briefly near the top of the message.

Also I should note that the freezes are to "code"; I (and other
commiters) should feel at liberty to correct things like misleading
comments at any time up to release, even in .cpp files.
