I don't generally have deep insight into what packaging decisions distributors make (what knowledge I acquire is mostly a side effect of looking for bug reports, official or otherwise, against groff). But this one, after several months, I think I can throw some light on. Arch is apparently not in the habit of shipping mom's HTML documentation.
