i don't have any projects on GitLab myself, but do their
heuristics look for a file named LICENSE, rather than one named
COPYING?

I guess GitLab is doing their part is the glorious struggle to
defeat
copyleft (they'll catch up to Microsoft GitHub yet!).
Nevertheless it seems like an accuracy problem to me.
