The release of groff 1.19 was announced in Apr 2003 (http://lists.gnu.org/r/groff/2003-04/msg00161.html), and 1.19.1 in May 2004 (http://lists.gnu.org/r/groff/2004-05/msg00168.html), though none of that really moves the needle on the point you were making.
