More or less. gropdf has some prerequisites, and if they aren't met, gropdf will not be built. However, it does seem a bit weird to ship the man page but not its corresponding executable. Possibly this was a packaging oversight, maybe arising from a choice not to support gropdf, but someone forgot to stop shipping the man page. However, looking at their "groff.cygport" file, it seems like they _do_ support and ship gropdf. https://cygwin.com/cgit/cygwin-packages/groff/tree/groff.cygport?#n23 Also note line 30. It's in their groff-perl package. Do you have that installed? I'm sorry to see that practically every Perl script we ship as an executable is mentioned in their package description, _except_ for gropdf. Talk about burying the lede... Let us know!
