FWIW, my Ubuntu 16.04 LTS (Xenial) provides pic.ps.gz in /usr/share/doc/groff-base when groff-base (1.22.3) is installed. Local builds put it, uncompressed, in /usr/local/share/doc/groff-1.22.3/ -- Peter Schaffter http://www.schaffter.ca
