The groff sources for the user manual is written in texinfo for
historical reasons.

You have to be more precise what you want to do. Contrary to TeX,
where there are basically only two important macro packages (LaTeX and
ConTeXt), there are more flavours for groff: -ms (probably the most
used), -me, -mm, and -mom (which is actively maintained).
In case you aren't subscribed to the groff list I suggest you do so
now.
