In addition to Werner's suggestion to use NetPBM, for which I've given this link to a Win32 version, in an earlier post: http://sourceforge.net/project/showfiles.php?group_id=23617&package_id=16357 if you are looking for a Photoshop-like tool to tweak and convert images, with manual intervention, you could well consider the GIMP: http://www.gimp.org/windows/ This can certainly load and manipulate JPEG images, and IIRC, it can also save directly as EPS.
