Yes, but when you package something and intend to distribute it
(say, as a part of Linux distro), then you are also doomed by license
restrictions. 
The only way to do that is to give the enduser an ability to install these
fonts by himself (for example, Debian provides an installer package
for msttcorefonts) -- which I certainly have no objections about.
I was talking only about fonts that are distributed together with groff.
