A good question. First, the two sites aren't mirrors but manually set up to contain the same page. Second, the former can only hold GPLed (or public-domain) software, while the latter doesn't have this restriction -- as discussed before, it is planned to add an archive of macros, and this shouldn't be restricted to GPL-compatible stuff.
