font/devutf8/devutf8.am: Update copyright notice.
Ratchet back year of FSF copyright notice to 2014 only, reflecting the
date of the last "legally significant"[1] contribution to this file by
anyone, which was its introduction by Bertrand Garrigues in commit
b101574cae, 2014-08-28.
Add an authorship credit for Bertrand.
Drop extra blank line prior to editor aid comments.
